Ten characters that say a lot, and a check that says the rest

A PAN tells you what kind of taxpayer you're dealing with before any lookup. A PAN check tells you whether the record exists and whose it is. Neither tells you who's typing it in. Here's how to use all three facts.

What a PAN is, and why businesses ask for it

A PAN (Permanent Account Number) is the ten-character identifier the Income Tax Department issues to taxpayers: individuals, companies, firms, trusts and others. It's meant to be one per taxpayer for life, which is what makes it useful to everyone else. A PAN ties a person or business to a stable identifier that doesn't change when they move house, change banks or open a new business line.

That's why it turns up in so many onboarding forms: as part of KYC, when opening investment or loan accounts, on supplier records and for tax purposes on certain payments.

The fourth character: who holds this PAN

Before any lookup, the fourth character tells you what kind of taxpayer the PAN belongs to. If someone signs up as an individual with a company's PAN, or a supplier registers as a company with a personal PAN, you can catch it on the form.

What a PAN check confirms

The format tells you a PAN could be real. A check against records tells you it is, and gives you something to compare: typically whether the PAN exists, the name held against it, and whether it's in good standing. Some checks also confirm a date of birth or incorporation that you supply.

Which fields a check returns depends on the source and the provider. What you do with them is the same everywhere: compare them with what the person told you, and decide.

Matching the name, and the date

PAN records hold a name as it was given when the PAN was issued, sometimes decades ago. People marry, drop middle names, and spell their names differently on different documents. Exact matching rejects too many genuine people.

When a PAN isn't in good standing

A PAN can exist and still not be in good standing: it can be flagged under income tax rules, for example as inoperative. Such flags can change how certain payments are treated for tax.

What a flag means for a specific payment, deduction or account is a tax and legal question, and the rules have changed over time. Don't build your own interpretation into a product; ask the person to resolve it with the Income Tax Department, and check your obligations with your adviser.

PAN for businesses

A company, firm or trust has its own PAN, separate from the PANs of the people who run it. When you onboard a business, collect the business's PAN, check that its fourth character matches the kind of entity it says it is, and compare it with the PAN inside its GSTIN.

A sole proprietorship is the exception that trips people up: it doesn't have a PAN of its own. The proprietor's personal PAN is the one that applies, and it will show P as its fourth character.

Private company says it's a company. PAN's fourth character should be C.

LLP or partnership. Should be F.

Collecting a PAN without errors

Most PAN problems start at the form. People type a zero for the letter O, enter the number in lower case, or give their name the way they use it rather than the way their PAN record has it. Because the format is fixed, you can catch most of this before anything is looked up.

Ask for the name “as on your PAN” when you need it to match, and validate the pattern as they type, so the lookup only runs on something that could be real.

Treat it as personal data

A PAN linked to a name and date of birth is personal data, and it's useful to fraudsters for impersonation. Collect it only where you need it, show it masked outside the few screens that need the full number, and never send it back to someone to “confirm” it by email or chat.

Storing PAN checks sensibly

Keep the PAN, the name returned, the time of the check and the decision together, and show the PAN masked everywhere except where the full number is needed. Because a PAN doesn't change, one good check at onboarding usually stands; what needs re-checking is the link between the PAN and the person or business, when their details change.

PAN verification questions

How often should I re-check a PAN?

Rarely: a PAN doesn't change. Re-check if the name or entity details you hold change, or if your own rules require periodic review. What may change is whether it's in good standing.

Why ask for a PAN at all if I already have an ID document?

Because a PAN is a stable tax identifier that follows the person or business across banks, employers and addresses, and some transactions and records need it specifically. An ID document proves identity; a PAN links that identity to its tax record.

What should I do if someone gives a PAN that belongs to someone else?

Stop the onboarding and ask them to confirm. A PAN whose name clearly doesn't match the applicant is one of the clearest signs of impersonation. Record what happened, and don't proceed until it's resolved.

Can I verify a PAN in bulk?

Yes, many businesses check PANs in batches, for example when cleaning up an existing supplier or customer list. The same rules apply as for single checks: compare the names that come back, and review the close calls rather than accepting or rejecting them automatically.

Does a PAN check tell me the person's address or income?

No. A PAN check confirms the record and, typically, the name, and sometimes whether it's in good standing. It isn't a way to look up someone's tax details, and you shouldn't ask for more than your purpose needs.

What does PAN verification confirm?

That the PAN exists in the records and, depending on the check, the name held against it and whether it's in good standing. It confirms the record. It doesn't prove the person giving you the PAN is its holder.

Can I tell a business PAN from a personal one?

Yes. The fourth character of a PAN indicates the type of holder, such as an individual, a company or a firm. A check that returns the holder's name confirms it.

The name from the PAN check doesn't match exactly. Is that a problem?

Often not. Names on PAN records can be abbreviated, ordered differently or include a middle name the person doesn't use. Score how closely they match and send close calls to a person, as with bank account names.

What if a PAN isn't in good standing?

A PAN can be flagged under income tax rules, for example as inoperative. What that means for a payment, a deduction or an account you're opening is a tax and legal question; don't guess at it. Ask the person to resolve it, and check your obligations with your adviser.

Is a PAN check enough for KYC?

Usually not on its own. PAN is often collected alongside an officially valid document for identity and address. For regulated entities, what's required is set by their regulator's KYC rules.

How is PAN verification different from GST verification?

A PAN identifies the taxpayer, person or business. A GSTIN identifies a GST registration, and contains the business's PAN inside it. For a business, checking both and confirming the PAN inside the GSTIN matches is a quick consistency test.
